Grid conformity in the Netherlands: control within a full grid

The Netherlands is not short of generated energy, it is short of transport capacity. Where a Belgian grid operator sends a setpoint directly, the Dutch grid operator works with contracts: you commit flexibility and deliver it on request. The EMS is exactly the piece of technology that makes that agreement work.

What does the Dutch grid operator ask for?

On a large-consumer connection you agree a contracted transport capacity with Liander, Enexis or Stedin (the large regional grid operators). That is the hard limit within which you may draw power and feed back. In areas with grid congestion, extra capacity is often simply unavailable, even if you are willing to pay for it.

The way out runs through congestion management. You commit to giving up power on request, or to switching load on, and receive a payment or priority in return. Since May 2026 this is largely done with a capaciteitssturingscontract (CSC), a capacity steering contract that replaces the older capaciteitsbeperkingscontract (CBC, capacity restriction contract) in most cases.

For the installer the consequence is concrete: the customer needs a system that turns a call-off into real behaviour of the battery, PV and charge points within the agreed time. Without demonstrable control there is no contract, and without a contract often no connection.

  • Liander, Enexis and Stedin together cover most of the country

Note: a Dutch grid operator does not control your installation directly the way Fluvius (the Flemish grid operator) does in Belgium. The call-off runs through your contract and, in congestion management, through a congestion service provider (CSP) to the GOPACS platform.

Two routes, depending on your power

Which route you take depends on the size of the flexibility you offer and on whether your area is in congestion.

From 100 kW

Congestion management with a contract

If you offer 100 kW of flexibility or more, a congestion management contract comes with it. A congestion service provider links your EMS to GOPACS and offers your flexibility whenever the grid operator asks for it. The EMS has to execute the call-off reliably and measurably.

Below 100 kW

No mandatory contract

For flexibility below 100 kW the congestion management contract is no longer required since 2026. In practice that threshold was a blocker for smaller businesses. The control itself is still needed: you want to stay within your transport capacity and keep your peak under control.

Net metering ends on 1 January 2027

The Wet beëindiging salderingsregeling, the act that ends the net-metering scheme, has been passed: from 1 January 2027 self-generated power can no longer be offset against consumption. Exports will earn a payment of at least half the bare supply tariff.

That flips the calculation installers have been making for years. From then on, a kilowatt-hour you use yourself is structurally worth more than a kilowatt-hour you export. Raising self-consumption, flattening peaks and deploying storage intelligently become the core of the return, not the icing on the cake.

Frequently asked questions about grid compliance in the Netherlands

Does the Dutch grid operator control my installation directly?

No, not the way it works in Flanders. There, Fluvius sends a setpoint to the installation itself over IEC 60870-5-104. In the Netherlands it runs through a contract: you agree a contracted transport capacity with Liander, Enexis or Stedin, and possibly a capaciteitssturingscontract (capacity steering contract). In congestion management, the call-off for flexibility runs through a congestion service provider and the GOPACS platform, not over a direct link with the grid operator.

What is a capaciteitssturingscontract (CSC)?

A capacity steering contract: an agreement under which you deploy flexible power when the grid needs it, and are paid for availability and for actual deployment. Since May 2026 the CSC replaces the older capaciteitsbeperkingscontract (CBC, capacity restriction contract) in most cases. Unlike a CBC, a CSC lets you be steered both down and up.

Do I always need a congestion management contract?

That depends on the size. For flexibility from 100 kW a congestion management contract remains mandatory. For measures below 100 kW that obligation was dropped in 2026, because in practice it proved a barrier for smaller businesses. In both cases you still need the technical control to stay within your transport capacity.

What does the end of the salderingsregeling mean for my customer?

From 1 January 2027, self-generated power can no longer be offset against consumption under the salderingsregeling (net-metering scheme); exports earn a payment of at least half the bare supply tariff. That makes self-consumption structurally more valuable than export. A battery with smart control shortens the payback time precisely in that new scenario, because you store your surplus instead of giving it away cheaply.

Is Voltmasters already certified with the Dutch grid operators?

The Netherlands does not require certification of the EMS the way Fluvius tests it in Flanders. What is needed is a demonstrably working link with the party that brings your flexibility to market. Which link and which protocol that is, is set by the contract with your congestion service provider. We work that out per project, together with you and your provider.

Can the battery keep trading while a restriction is active?

Yes. As long as there is no active restriction, the EMS optimises freely on prices and imbalance. When an external limit arrives, it always takes priority and the EMS adjusts its plan. As soon as the restriction is lifted, optimisation picks up where it left off.
